- Leawood's posted amendments to the 2018 International Residential Code add Section R301.9: all single-family detached dwellings must be built with a basement. Exceptions cover homes designed for a disabled occupant, or sites where an engineer verifies a basement is impractical, and both require a storm shelter or safe room built to IRC Section R323.

- Johnson County's Building Codes division enforces building codes, issues permits and performs inspections for unincorporated Johnson County, under the Johnson County Code of Regulations for Buildings & Construction, 2018 Edition.
