- City of Topeka Ordinance No. 20467 adopted the 2021 International Residential Code, replacing the 2009 edition, by amending Chapter 14.55 of the Topeka Municipal Code. The Governing Body passed it on December 5, 2023, and it was published in the Topeka Metro News on December 11, 2023.
- Frost line depth
- 36 inches. Ordinance No. 20467 replaces IRC Table R301.2(1) with Topeka's own climatic and geographic design criteria, which list a 36-inch frost line depth.
- Ground snow load
- 20 psf, per the City of Topeka's substituted Table R301.2(1) in Ordinance No. 20467, which also rates weathering as severe and termite damage as moderate to heavy.
- Plans for a new home
- The City of Topeka says construction begins at the Building Permit office on the 3rd floor of the Holliday Building, and that new residences and accessory buildings need both site and construction plans approved before a permit is issued.
- Three-mile jurisdiction
- Shawnee County Land Use & Development states that any division of land outside Topeka's city limits but inside the City of Topeka's Three Mile Jurisdiction must be approved by the City Planning Department before a county building permit application.
