Inside Manhattan city limits a new home needs a building permit from Risk Reduction, which reviews plans, issues the permit and performs inspections through a final before occupancy. The city's 2021 IRC adoption applies within the corporate limits only. Land outside the limits in Riley County goes to the county Planning & Development office instead.

- The City of Manhattan moved its construction codes to the 2021 editions, including the 2021 International Residential Code, effective January 1, 2023 (2020 edition for the National Electrical Code).
- Fire sprinklers
- Ordinance No. 7609, adopted by the city on October 18, 2022, deletes Section R313 of the International Residential Code, the section that covers automatic fire sprinkler systems in dwellings.
- Sewer line depth
- The same ordinance amends Section P2603.5.1 so that building sewers in Manhattan must sit at least 34 inches below grade unless insulated.
- Contractor licensing
- General contractor licences in Manhattan are set by city ordinance in three classes: Commercial (A), Combination (B) and Residential (C), each requiring a passing exam score of 75% and liability insurance.
- Zoning at the city edge
- City zoning governs land inside the Manhattan city limits only; unincorporated land up to the Manhattan Urban Area boundary is zoned by Riley County, while subdivision standards drawn from the Manhattan Development Code apply there as of January 1, 2022.
