Butler County Community Development, Building Safety & Construction Enforcement Division
On unincorporated land the county's Building Safety & Construction Enforcement Division handles plan, site-plan and land-use review, construction permits and on-site inspections under the codes Butler County has adopted. Septic permits come from the Environmental Health Division. Inside a city the route differs: Wichita's MABCD, for instance, performs residential inspections for Andover.

- Residential code
- The Butler County Building Code posted on the county's applications page was adopted by Resolution 16-06 on 23 February 2016 and incorporates the International Residential Code, 2006 Edition, as the Residential Code of Butler County.
- Design figures
- That code's amended Table R301.2(1) lists a 30-inch frost line depth, a 15 psf ground snow load and a 90 mph wind speed for Butler County.
- Agricultural zoning lot size
- To qualify for a residence building permit, a lot created after the zoning regulations took effect must hold about 40 acres in the AG-40 district or about 80 acres in AG-80, with the Zoning Administrator ruling on unusual parcels.
- Septic permits
- The county Division of Environment issues on-site wastewater permits. Its minimum requirements keep septic systems 50 feet from wells, ponds and streams and 25 feet from property lines and buildings, and require installation by an installer registered with the division.
- Floodplain
- Butler County takes part in the National Flood Insurance Program and FEMA's Community Rating System; flash flooding is most common along tributaries of the Walnut and Whitewater rivers.
- Andover inspections
- Wichita's 2026 proposed budget reports that MABCD took on residential inspections, plus all commercial plan review and inspections, for the City of Andover.

Building on land near Butler County
The biggest surprise for buyers in Butler County is lot size. In the AG-40 and AG-80 districts a new homesite generally needs about 40 or 80 acres to earn a residence permit, so a five-acre split off a farm may need a different zoning district before it can carry a house. The Walnut and Whitewater drainages also bring flood-map questions. Once the tract works, post frame homes and pole barn homes fit the county well: a large equipment or horse bay and the living quarters share one frame, and the septic field needs its setbacks from wells, ponds and the property line.
