Inside the city limits the City of Hutchinson issues residential building permits under its adopted 2018 residential code and inspects footing and foundation, framing, trades and final before occupancy. The city code lets only a licensed or registered contractor obtain a building permit, with a limited allowance for owner-occupants doing minor work. Land outside the limits falls to Reno County instead.

Residential code: Section 21-1701 of the Hutchinson City Code adopts the International Residential Code, 2018 Edition, with Appendix Chapters A, B, C, D, E, G, H, J and L, for detached one- and two-family dwellings within the corporate limits (official copy stamped under Ordinance No. 2020-8).
Frost line, snow and wind: Hutchinson's local Table R301.2(1) sets a 32-inch frost line depth, a ground snow load of 20, a 115 mph wind design speed, severe weathering and moderate-to-heavy termite exposure, with flood hazard mapping dated January 6, 2010.
Contractor licensing: Chapter 21 defines who counts as a contractor and states that, unless the chapter provides otherwise, only a contractor licensed or registered under it may obtain a building permit. Owner-occupants of single-family homes may do minor work on their own residence without a contractor's license.
Required inspections: The city lists its required inspections as stake-out of property pins and setbacks, footing and foundation, framing before structural members are covered, electrical, plumbing and mechanical rough-ins, electrical service, and a final inspection before the structure is occupied.
Septic inside the city: Chapter 19 of the city code requires connection to a public sewer within 200 feet of the property line after official notice. Where no sewer is available, a septic tank needs a city permit, and no soil-absorption system is permitted on a lot under 20,000 sq ft with public water or 40,000 sq ft with a private water supply.
