Barndominium Builders in Salina, Kansas
Salina sits where the Smoky Hill River bends through the middle of the state, and a new home inside the city limits goes through the City of Salina's Building Services division before any steel is set. That division checks each set of plans for zoning compliance as well as building and fire code compliance, so the lot, the setbacks and the structure are reviewed together at one counter in the City-County Building on West Ash. We design and build barndominiums, shop houses and metal building homes for owners with land in and near Salina, whether that is an infill lot in town or acreage south toward the county line. Some owners want a turnkey home with the finish work done; others order a steel shell and bring in their own crew, with licensed trade contractors handling plumbing, electrical and HVAC. Our drawings are prepared against the residential code the city has adopted, and we look at the flood map for the parcel before the floor plan is fixed, because a site in a mapped flood zone can change the slab height. Start the survey with your address and we will map out the permit route for your lot.

City of Salina Community & Development Services, Building & Neighborhood Services division
Inside Salina, the Building Services division issues building, plumbing, electrical and mechanical permits, reviews plans for zoning and code compliance, and inspects the work, including private water and sewer services. Land outside the city limits is unincorporated Saline County, which has its own planning department and separate permits, so confirm which side of the boundary the parcel sits on first.

- Residential code
- The City of Salina lists the 2018 International Residential Code for One- and Two-Family Dwellings among its adopted model codes, with local amendments kept in Chapters 8 and 14 of the Salina Municipal Code.
- Energy code
- Salina's energy code is the 2009 International Energy Conservation Code with local amendments. The city notes that Ordinance No. 17-10892, adopted 24 July 2017, repealed the 2012 edition it had adopted in 2016 and put the 2009 edition back in place.
- Plan review
- The Building Services division reviews proposed buildings for zoning compliance, building and fire code compliance and ADA compliance, and coordinates the plan review of every city department involved in a building permit.
- Floodplain administration
- Salina's floodplain regulations are in Chapter 42, Article VIII of the municipal code and are administered by the Planning division; the city adopts them as a condition of taking part in the National Flood Insurance Program. Parcels outside the city limits go to the Saline County Planning Department instead.
- Flood map lookup
- The Kansas Department of Agriculture's Kansas Current Effective Floodplain Viewer, which the city's floodplain page links to, shows the effective floodplain as of 28 April 2026.

Building on land near Salina
Most barndominium sites near Salina fall into one of two camps. Lots inside the city come with sewer and water, so the work is zoning, setbacks and fitting a shop bay onto a residential parcel. Low ground along the Smoky Hill River and its tributaries is the other question, since a parcel inside a mapped flood zone needs a floodplain review as well as a building permit and may need the floor raised. Buyers looking at acreage just past the city limit are dealing with Saline County rather than the city, and there the septic rules and lot size usually decide what fits. Post frame homes suit those larger tracts, where a wide equipment bay and a compact living space can share one roofline.
